The “Hey there”’s are flirts. Women on POF have an option of sending a flirt instead of an actual message. A flirt is a message that simply says, “Hey there”.
Not necessarily a bot.
Actually, in my experience, the fake accounts don’t send flirts. Rather, they normally send long-winded messages that, generally, contain an not-so-hidden email address or phone number.
