Why do people show up multiple times in the meet me feature?

So there is a guy that his profile picture shows up almost daily in my meet me. I have swiped left every time. Does he show up due to looking at my profile or liking me or what? I thought once you swiped they wouldn’t appear again in the meet me feature.

Probably more like it’s a fake profile that keeps getting reported. I know I’ve had guys message me from different profiles but with same pictures

Maybe it’s a sign and you should swipe right.
He might be deleting his profile and setting up a new one so he can be seen by everyone again.
