No. You can send messages for free. However, users of any level can block messages from non-paying members. A majority don’t, but a significant number do use blocks of non-payers, no-pics, and by age group.
To answer your second question: as someone who is still using the Free version, the one thing we are not allowed to do is see who « Favorited » us, who saw us, and we are not able to message Upgraded users.
