My mother. The women whose behinds I looked at wrongly (no physical contact tho) when I was punch drunk from drinking the cold chai too fast and hitting my own head into the table. The girl who I mistook for a short 30 yo, whose man came out and took pictures of me and told me it was for the police. All female humans that call upon men to go over there and batter or otherwise intimidate me. This is just something that happens to me. How should I treat such behavior, before, during and after such behavior happens?

If you actually want advice, look at what you wrote and then rewrite it into cogent sentences with structure.
My advice is stop drinking. Sounds like you can’t really hold your booze. And when you’re sober, approach women with respect, and treat them like, you know, human beings.
